Photo: Insulation Manufacturers Association The State Energy Efficiency Programs Improvement Act of 1990 amends the Energy Policy and Conservation Act of 1975 by requiring that all state energy conservation plans receiving federal assistance improve their energy efficiency. The State Energy Advisory Board (STEAB), created by the Act, advised states on research, energy efficiency, and renewable energy programs, as well as stimulating investment in energy efficient technologies. STEAB was also responsible for serving as liaison between states and the U.S. Department of Energy (DOE), and reporting annually to Congress on the status of the energy programs. States were responsible for the development of supplemental emergency planning programs to prepare for disruptions in energy supplies.
Another aspect of the act, which amended the Energy Conservation and Production Act, entitled states, upon application, to a 40% waiver on weatherization materials; in order to qualify, the state must be in compliance with certain energy audit requirements. Because of these requirements, the DOE was responsible for annually updating the data used for determining the allocation of weatherization assistance funds.

I think this is great news. I love that energy efficiency is now on the radar and that people are starting to be more concerned about the environment. It is about time we gave back to the environment. I also love that the government feels strongly enough about it to offer incentives.
