Solar Photovoltaic Energy Research, Development, and Demonstration Act of 1978, United States
The Solar Photovoltaic Energy Research, Development, and Demonstration Act of 1978 funded a ten year improvement of photovoltaic programs. Congress attempted to increase production levels of solar photovoltaic energy while reducing costs and stimulating private-sector purchases by allocating approximately US$1 billion for project funding. The photovoltaic energy commercialization program was established to accelerate the installation of photovoltaic systems in federal facilities.
In response to the Act, the International Photovoltaic Program Plan was developed with the primary objective to accelerate widespread use of photovoltaic systems in international markets. Through international outreach programs, Congress hoped to improve the U.S. photovoltaic industry and reduce the nation's dependence on oil. The Plan outlines programs for photovoltaic demonstrations, systems development, supplier assistance, information dissemination/purchaser assistance, and an information clearinghouse. While the Department of Energy acted as the project's lead-authority, several other agencies were involved in its preparation and implementation.
