This institution was to be infallible, unable to change the Writings of Bahá'u'lláh or `Abdu’l-Bahá, and according to the Will and Testament of `Abdu’l-Bahá was to have the Guardian of the Bahá'í Faith as its Head for life.
At the death of Shoghi Effendi, the majority of Bahá'ís followed the Hands of the Cause, a group of appointed teachers. They organised the election of the Universal House of Justice which resides in Haifa, Israel. Because the larger group believes that Shoghi Effendi not only had no blood relatives he could have appointed to succeed him, but could not have appointed any one else, the Universal House of Justice which was elected has no Guardian. The Orthodox Bahai Faith followed Mason Remey and believes that when the Universal House of Justice is elected by them the Head of it will be the living Guardian at the time. See also: First International Bahai Council.
