Leer is a Kreis (district) in the northwestern part of Lower Saxony, Germany. It is situated in Ostfriesland ("Eastern Frisia"). Area 1100 km², population 155,700 (2001). The district's capital is Leer.

The district is bounded by the Dutch border in the west. The Ems river runs through the district, coming out of the Emsland in the south and flowing into the Dollart[?], a bay of the North Sea. The island of Borkum, belonging to the East Frisian Islands, is also a part of Leer.

Towns in the district: Leer, Weener, Borkum.

There is a railway from Leer (town) to Groningen (city), Netherlands through Weener.
