Fillibuster

A Fillibuster is a technique used in a parliament or senate to delay the passing of a bill. This is done by employing delaying tactics such as reading an extended text, or talking about the bill for a long time. According to US senate[?] rules, a vote cannot occur until all of the senators have finished their points, and some other parliaments have similar rules. The term originated in the USA and is common usage there. It is also used in other parts of the English-speaking world but less frequently.
